			<content:encoded><![CDATA[<p>This week Thrifty Hipster kicks off its Featured Happy Hour series with W.A. Frost. The award winning St. Paul restaurant is known more for its turn of the century décor and impressive, seasonal menu, than for being a happening spot for after work cocktails and appetizers. We made the trip to W.A. Frost to check out their revamped happy hour on the gorgeous patio bar that trumps any other in the Cities. As we soon discovered, this is a happy hour that is worth the trip. If you think of W.A. Frost as a ritzy old timer’s spot for special occasions and business lunches, think again. The happy hour isn’t only within your budget, it’s a can’t miss, especially so if you come with an appetite. (W.A. Frost’s happy hour is only available in the bars inside and out of the restaurant.)</p>
<p>Cost: Between the four of us from Thrifty Hipster, we ordered every food item on the happy hour menu. In addition to the food, each one of us had at least one of the specialty martinis and a beer. Our total bill was just over $75.00. Split between the four of us, with tip, the cost per person was $25.</p>
<p>Value: At the end of our meal, everyone was full to the point that no one could put down another one of W.A. Frost’s delicious French Fries. In addition to being filled with 5 star hors d&#8217;oeuvres everyone had a bit of a buzz going from the martinis, which do not skimp on the booze. While $25 may sound like more than you’d spend at a campus happy hour, (and it is) when it comes to the quality and atmosphere that comes with W.A. Frost, $25 is a steal. Keep in mind that most up-scale restaurants try to pass bite sized, nearly un-sharable plates as appetizers; W.A. Frost gave us portions that were more than fair.</p>
<p>Best Cocktail: Raspberry Mint Martini- The Raspberry Mint Martini is one of W.A. Frost’s specialty house infused cocktails. If you’re not particularly into a martini without any filler you might want to avoid the house infused specialties, however, these drinks pack a punch that is more than worth the $5 dollars.</p>
<p>Best Appetizer: Korean Barbequed Chicken Wings/ Steamed Blue Muscles- It was so difficult to decide on an appetizer to give top honors to that we had to compromise. The Chicken wings were crispy and succulent with a lime yogurt sauce that complemented the barbequed coating. The Muscles were simmering in a delicious white wine tomato sauce that was so good; it had a second life as a dip for the bread that came with our food. Both of these appetizers were outstanding and were simple enough dishes for those with a timid palate.</p>
